The Atlanta Mission has proposed a 900-bed centralized homeless services campus and affordable housing development along the Atlanta Beltline’s Westside Trail, a plan that is already drawing significant community pushback.
The project would be located at 1060 Donald Lee Hollowell Parkway in the Bankhead area, spanning roughly 15.5 acres of former industrial property. The site is currently under contract for sale to the Atlanta Mission from developer Allen Morris Company, pending legislative approval and zoning review.
Plans for the campus include expanded homeless services, workforce development programming, and affordable housing units — part of a broader effort to centralize resources for people experiencing homelessness.
However, the proposal has faced strong opposition from Westside residents and local leaders, including Councilmember Byron Amos. Critics argue the Beltline-adjacent property should be reserved for commercial and mixed-use development that could drive economic growth similar to other Beltline corridors.
The project has also displaced existing community spaces, including Village Skate Park ATL, fueling concerns about a lack of early engagement with neighborhood stakeholders.
In response, the Atlanta City Council has approved a temporary 90-day moratorium on the sale and development of the site. City leaders say the pause will allow time to evaluate zoning considerations, public safety concerns, and broader community impact before any decisions move forward.
