In a major bipartisan effort to address the nation’s housing challenges, the 21st Century ROAD to Housing Act became law on July 11, 2026, after President Donald Trump allowed the 10-day signing period to expire without acting. The Senate passed the bill 85-5, followed by a 358-32 vote in the House. The President had declined to sign in protest of the Senate’s inaction on a separate elections measure, the SAVE America Act; because he neither signed nor vetoed the housing bill within the constitutional window, it took effect automatically.

The law aims to increase housing supply, improve affordability, expand financing for housing development, support homeownership, and address the role of large institutional investors in the single-family housing market. Widely described as the most comprehensive federal housing legislation in decades, it directs federal agencies to carry out more than 45 provisions in the months ahead.
Key Changes Made During Negotiations
Several provisions were modified as the bill moved through Congress:
Built-to-rent communities developed for rental use are exempt from certain institutional investor restrictions.A proposed requirement that would have required institutional investors to sell single-family homes to individual buyers after seven years was removed.Additional financing tools were added to support multifamily housing development and affordable housing investments.What the Law Does
Expands financing for multifamily and affordable housing development, including new investment capacity for affordable projects.Streamlines reviews for certain housing developments, including faster environmental reviews to remove barriers to construction.Limits large institutional investors that own at least 350 single-family homes from purchasing new single-family homes, with a carve-out for build-to-rent, and establishes a federal renter-outreach resource.Adds tools to boost supply and affordability, including lifting the cap on the Rental Assistance Demonstration program and authorizing disaster-recovery block grants.
