DeKalb County makes its largest-ever housing investment in FY2027 budget

Housing is more than a place to live; it is the foundation for strong families, thriving neighborhoods, and economic opportunity. That’s why DeKalb County has made its largest commitment to housing to date by adopting the FY2027 budget.

At a press conference announcing the budget, CEO Lorraine Cochran-Johnson and county leaders unveiled an investment that will expand housing opportunities and strengthen neighborhoods across DeKalb.

“This is about creating long-term solutions, not short-term fixes,” said CEO Cochran-Johnson. “Our residents have asked us to invest in housing, strengthen our communities, and plan for the future. This investment answers that call.”

The FY2027 budget establishes DeKalb’s first dedicated Housing Office and includes $12 million to launch a Housing Investment Fund, followed by $15 million annually beginning in FY2028. County leaders said the funding comes at a critical time: a recent study found DeKalb trails many metro Atlanta communities in affordable, workforce, market-rate, and senior housing.

The fund is expected to support the creation or preservation of 15,000 housing units through initiatives including:

  • Down payment assistance for first-time homebuyers
  • Home repair assistance for long-time and legacy homeowners
  • Financing tools for affordable and workforce housing
  • Partnerships with faith-based organizations
  • Expanded services for residents experiencing homelessness

“Our goal is to create opportunity for everyone from first-time homebuyers and long-time homeowners to working families, seniors, and residents experiencing homelessness,” said Chief Housing Officer Dr. Alan Ferguson.

Housing remains one of DeKalb County’s top priorities, and this investment marks the beginning of a long-term commitment to expanding opportunity for every resident. More information on new housing programs, resources, and how residents can get involved will be shared in the weeks ahead.
