These construction workers, spotted late last night at the intersection of Woodward and Congress, aren’t laying track or installing station platforms. They were, however, working on the streetcar’s heavy-duty utility systems, which need to be installed prior to laying track. This intersection will be the location of M1′s southernmost stop.
